SIEBEL PROJECT MANAGER
Senior Level Project Manager in charge of Task allocation, Schedule and budget. I have completed many Siebel 7 implementations including Bell Canada, Transportation Security Administration (TSA) for Homeland Security and Department of Homeland Security Immigration Services. I have led Project teams of up to 150 business consultants, vendor & sub-contractors, direct personnel in designing and developing program scope, analyzing system requirements and coaching diverse teams through trade-off and risk analyses and presenting results on multiple simultaneous programs. PROFESSIONAL WORK/PROJECT EXPERIENCE

Northrop Grumman – Remotec (August 2005 – November 2005) Oak Ridge, TN- Facilitator for Corporate Strategy Development. Developed strategy development process and coordinated technical and government budgetary data from other consulting groups including Cypress International. Also acted as Proposal Manager for a United Kingdom robotic bomb removing device. This system included development and manufacture of a CUTLASS robot capable of climbing stairs and equipped with a manipulator arm capable of a variety of removal requirements and two GFE vans fitted with radio and control devices.

Siebel Systems, Inc. Public Sector – Client Delivery Manager. Department of Homeland Security – June 2004 – July 2005. Report to DHS Director for all aspects of the pilot implementation. Direct teams through development of requirements gathering and solution approaches for Immigration Service Centers and Fraud Detection. Report to Sr. Vice President level on multiple simultaneous projects including all forms and benefit process flows through each of the service centers. Manage project managers, designers, business analysts and configurators through each project phase including: planning, discovery, design, configuration, validation and deployment. Work with the clients directly in preparing the best solutions and directing all up-sales.

Northrop Grumman – ESS (Oct 2003 – April 2004) Baltimore MD – Proposal Manager Aerial Common Sensor (ACS) for the US Army CECOM. A $12 bil bid for the SDD phase. Managed all bid development including reviews and inputs from team members. A classified proposal.

Northrop Grumman – Remotec (February 2003 – Current) Oak Ridge, TN- Proposal Manager for a major US Army initiative. Reported directly to the company President and leaders from Boeing LSI, PEI and Carnagie Mellon University (CMU)- Led a technical proposal for two Future Combat Systems (FCS) unmanned ground vehicles (UGVs) the MULE and ARV for Boeing LSI and the US Army (US Army Materiel Systems Analysis Activity (US AMSAA). Led team through storyboard development and draft, facilitated reviews and conceptualized lead graphics.

Siebel Systems, Inc. (December 2000 – November 2002)- Principal consultant for numerous implementations and in-house projects. As a Senior Level Project Manager I provided valuable communications and interface between the projects I led and Executive Management. These projects included two Siebel 7 IMPLEMENTATIONS:

Siebel Systems - Bell Canada – Permission Based Marketing Project (July 2002 – August 2002) – Project Manager Reporting to the Information Technology Director on a Siebel 7 UPGRADE– Analyzed Bell’s business analyst’s project flows and compared with Siebel Marketing and eMail Response out-of-the-box functionality. Managed a prototyping effort to ensure XML could be used to interface CGI web page form with Web Logic and Siebel data. Wrote Scope Document and resulting Gap Analysis and led review of findings for upper management.

Siebel Systems - DOT Transportation Security Administration (TSA)- HOMELAND Security Project (March 2002 – July 2002)- Interface Specialist reporting to the executives of NCS Pearson the prime contractor – A NEW Siebel 7 IMPLEMENTATION - Analyzed requirements for the new agency which will grow from 13 personnel to 70,000 personnel by the end of the year. Developed an eMail Response solution for hiring process based on NCS Pearson guidelines including Workflow solutions. Configured the eDoc Server and Communication server components. Configured the inbound and outbound mail capabilities templates and correspondence capabilities and templates. Configured the Fulfillment Center for correspondence. And all Outlook interfaces to the Siebel mail server.

Siebel Systems - State of Mississippi/IBM – Mississippi.gov Portal Help Desk Implementation (November 2001 – January 2002) – Project Manager reporting directly to the Director of Information Technolgy and Voice Services for the State of Mississippi. Technical Architect for Phase II assimilation of the State’s ASSIST Program into the Siebel Help Desk for a NEW Siebel 2000 IMPLEMENTATION . Captured the current ASSIST business process and then developed a Siebel Automated approach architecture. Developed a detailed list of screens and views to be converted and amount of workflow and assignment management to be completed. Assisted in the proposal development and interfaced with client to develop a structured approach.

Siebel Systems - Elderhostel – Boston, MA – (October 2001) – Documentation Specialist. Reviewed and developed web and dedicated client design documents which had involved over a twelve month period. Transferred Phase II design goals from departing analyst and started to plan for managing those upgrades for a travel and document based service center.

Siebel Systems - State of Mississippi/IBM – Mississippi.gov Help Desk Portal Implementation (June 2001 – September 2001) – Project Manager for the implementation of a Call Center with CTI and eMail Response and all other Portal issues working with IBM. Managed the implementation with a Technical Architect, two configurators and a CTI expert in ten weeks. Performed business analysis, helped write the Functional Requirements document and other deliverables. Performed configuration on Business and Contact screens, views and applets. Interfaced with the State and IBM to ensure open communications, knowledge transfer and an “early warning system” for project issues. The project used an AIX/DB2 Platform. In addition, helped develop the proposal for Phase II tasks.

Siebel Systems, Inc. (Dec 2000 – Nov 2002) - Certified Siebel Consultant, Certified Siebel Business Analyst, Customer Product Certified. Completed a Functional Operations Training Guide for the Public Sector. This quality review will be offered to customers as a post implementation review. Participated in negotiations for a state help desk implementation (using Siebel Call Center 2000) working with a partner as prime. Created project plan and all start up documentation for the program, interviewed and selected staff for the program and met with the partner program manager on statement of work issues.

Environmental Technologies, Inc. (Smiths Ind.) (Jan-Apr 2000).
IT Manager (contract) Reported directly to company President. Single handedly managed information technology group managers for the development of a Meteorological Measuring Set data base for CECOM (DOD) including requirements analysis, tech, management, and support volumes. Led Sub-contractor and vendor selection trade-offs and final selection. Managed studies and architecture development. Worked to exploit ISO 9001 certified compliance in all documentation. Also managed the inputs of team members including Penn State and NCAR Ph.Ds. This $600 million project was won against other large competitors including Northrop Grumman and Raytheon.

Ocean Shipholdings, Inc., Houston, TX (Nov 99- Jan 2000).
CRM Manager (contract) Reported directly to company President. Managed a CRM installation for Military Sealift Command (MSC) Fast Sealift Ships (FSS). Responsible for strategyzing and documenting all internal department restructuring including: configuring Call Center, Logistics, Finance, Operations and other business entities. Set up program management and work breakdown (WBS) approach.

GTE Government Systems, Chantilly, VA (Nov 98 - March 99).
Reported directly to company President. Project/Proposal Manager for a team of IT software engineers, marketing executives, cost analysts and consultants to devise a solution for a $400 million Mobile Tracking System program. Directed IT system architecture. Acted as lead strategist. Managed managers for all departments in the formation of a $1.2 billion bid. Directed daily activities and delivered status to company President. Developed Work Breakdown Structure and Responsibility Allocation Matrix. Managed the flow down of requirements to eight subcontractors and developed service level agreements (SLAs) to cover training, logistics and maintenance components. Developed subcontractors costing instructions.

GTE Government Systems, Chantilly, VA.
Reported directly to Company President and Senior VPs. Project/Proposal and IT Manager for DNMSS-G DISA task order contract worth in excess of $1 billion. Conducted all bid seminars and cost and technical data development. Conducted Risk Probability Analysis for omnibus service agreement contract. Planned service level agreements with subcontractors and vendors to perform service components of the contract and to supply hardware/software upgrades. Managed the flow down of requirements to subcontractors. Reviewed responses and coached contracts management into developing the final agreements. Managed multiple subcontractors and vendors. Developed database strategy for all program elements including reviews and status reporting elements.
Worked to create a web presence that corresponded with client needs. Clients could order parts or services directly from the site which would then be costed, scheduled and entered into GTE's data base. The client had access to the database for the purposes of tracking services and goods.
State of Florida, Department of Management Services, Tallahassee, FL. (98).
Reported to IT Director. Marketed the department and managed the placement of technical personnel under a SNAPS agreement. Provide IT solutions for inter departmental database.

Managed programmers executing manual and automated Y2K conversions for various commercial and government clients in a COBOL environment. Developed training for programmers in the use of an automated system. Managed a team of over forty engineers, marketers, consultants, logisticians and cost analysts in the development of a program for an aerostat surveillance system for the Joint Aerostat Program Office and the U.S. Army Space and Strategic Defense Command. Set up website for client to oversee project status. Wrote all computer system operations and interface documentation working with the team. Directed finances and cost development methods for the project using WBS and cost estimating tools.

Reported directly to Sr. VP. For Corporate Segment Business Plan. Manager for corporate Long Range Strategic Plan (LRSP). Managed strategies for Global technology support. Designed work-shops for DOD, Civil Agency and Commercial areas. Researched and developed web strategies for internet/intranet applications. Managed and wrote plans for the interfacing and client access to multiple corporate Web sites. Wrote action plans (AOPs) for each LRSP approved strategy and schedule each for completion.

Reported to Sr. VP. Project/Proposal Manager for three modernization of major shared resource centers (MSRC) for High Performance Computing and communications program worth over $1.4 billion. Managed over one hundred and fifty personnel and team members through strategies developing a scalable architecture with transitional performance phases. Managed network using CISCO routers and Cray Super Computers. Directed cost structure and subcontractor inputs and pricing data.

Northrop Advanced Technology; Design Center, Pico Rivera, California - 1994.
Reported to division President (General Del Jacobs). Project/Proposal Manager (contract) Joint Advanced Strike Technology (JAST) Program now Joint Strike Fighter (JSF). Managed the Weapon System Concept for NAVAIR. Set up financial reporting and government client interfaces. The technical proposal included an LCC savings cross matrix to each SOW paragraph. Also managed trade-off studies on technology sets.

Northrop Aircraft Division, Hawthorne, California, - 1994.
Technical Project/Proposal Manager (contract) Joint Primary Aircraft Training System (JPATS). Technical Volume Manager for the joint Air Force / Navy trainer aircraft based on the Embraer 312A Super Tucano. Mapped all computer and data interfaces throughout the system. Developed the technical inputs for the Integrated Master Plan (IMP) and the Master Integrated Program Schedule (MIPS).
